Why invite the head of the Chicago PD to speak about reducing homicides?

 Garry McCarthy, head of the Chicago PD, is invited to speak at the International Association of Chiefs of Police convention in San Diego this year. About preventing homicides and gun violence. What is he there for, to ask the other police chiefs what their miracle cure is?
